Thailand’s position in moving forward to resolve the Thailand–Cambodia Situation
1. Thailand’s Principles
Thailand strictly adheres to international law, bilateral agreements between Thailand and Cambodia and peaceful resolution of conflict. Thailand has no intention to escalate tensions, but is determined to safeguard its sovereignty, and ensure the safety and security of the people in border areas.
2. Relevant Facts
- Border Issues: The demarcation of boundary lines must be conducted within mutually agreed bilateral mechanisms, such as the Joint Boundary Commission (JBC). Unilateral interpretation or presentation of information cannot be regarded as final.
- Thailand’s Actions: Thailand’s operations in border areas are conducted in accordance with the right of self-defense and the principles of necessity and proportionality, avoiding confrontation.
- Communication of information: Thailand reaffirms its adherence to the Joint Statement, particularly Paragraph 8 on the prevention of misinformation, and Paragraph 16 on the coordination of information. Thailand stands ready to cooperate with Cambodia to prevent misunderstandings among the public.
3. Message to the International Community
Thailand reiterates that the border situation with Cambodia should be addressed through dialogue, bilateral mechanisms and constructive cooperation. Unilateral communication and creating pressure through the dissemination of distorted information should be avoided.
4. Way Forward
Thailand stands ready to work with Cambodia within agreed frameworks, including:
- The JBC, GBC, and RBC mechanisms
- Strengthening communication channels between relevant agencies
- De-escalating tensions along the border
