At the World Economic Forum (WEF) Annual Meeting 2026 in Davos, the Ministry of Commerce of Thailand promoted the ASEAN Digital Economy Framework Agreement (DEFA) as a model for modern, interoperable trade and data rules. In a closed high-level discussion on upgrading global trade systems, participants from governments, international organisations, and the private sector exchanged views on how trade rules must evolve to keep pace with digital technology, artificial intelligence, and cross-border data flows.
Thailand highlighted ASEAN’s leadership in developing a balanced, open, and flexible digital trade framework that strengthens competitiveness while safeguarding data protection, privacy, and cybersecurity. DEFA is expected to become the world’s first regional digital economy agreement, supporting digital trade and investment, improving inclusion, reducing inequality, and enhancing digital governance across the region.
The agreement also aims to strengthen supply-chain resilience, promote interoperability of digital systems, lower trade costs, and expand opportunities for small and medium-sized enterprises (SMEs) through digital access, skills development, and innovation. In addition, DEFA links the digital economy with sustainability and green economy goals.
ASEAN signaled readiness to expand DEFA cooperation with partners beyond the region, positioning the framework as a practical template for future global trade rules that are open, inclusive, and sustainable.
